My friend was convicted of capital murder/child under 6 he was sentenced to life eligible for parole in 40 years. He has served 20 year to date.

It sounds like the time for all appeals to be filed has expired, and it may be a little late to obtain the relief you are requesting. You can try to contact the Innocence Project to see if they can help with overturning the conviction, but if your friend is not contesting the conviction just the sentence, he probably has to live with it.
