My sister has stolen money from my mother’s bank account, the amount is large.

My mother is elderly and agreed that it should be turned over to the bank fraud department to try and to get the money restored to her account, and police if necessary to press charges. Because of her age however, she would rather not be actively involved in this action on a day-to-day basis, and we are not sure if we should go to the bank or the police. The amount is over $7,300.00
