I got a friend she say she’s past all drug test but now they want to give her a hair follicle can she refuse it and what will happen?

Who would “they” be who wants to give your friend a hair follicle test? What type of legal matter is pending? A Child Protective Services case? A probation revocation on a criminal case? Conditions of bond? Custody battle in a divorce? Whoever it is, a refusal to submit to the test will be regarded as a positive test. I do not know the consequences from the information you describe.
