Answer

Most city jails are holding facilities only and are not equipped to detain prisoners for any length of time. This is due to the fact that city courts only handle class c misdemeanors that do not carry a jail sentence as part of the punishment, so city jails aren’t designed for staffed or long term detention of individuals.
