I got caught shoplifting and it the item I shoplifted was $23 I cooperated gave back the item right away and helped in any way possible.

This is a civil demand letter. Do not pay this. Paying this sum will have no effect on whether or not criminal charges will be filed against you. If you receive a letter, call or other type of notice from a police department, municipal or justice of the peace court, city or district attorney or some type of ticket or citation, contact a local criminal defense attorney IMMEDIATELY. You can disregard, however, collection letters from some out of state law firm. If you can’t tell the difference of what notice you received, bring the letter to a local attorney any let them take a look at it.
