Answer

It can mean one of two things: 1) the DA in the case has yet to decide what the exact charges that will be filed, so the degree of the felony has not been assigned; or 2) the case has yet to be indicted, which means the document that formally describes the criminal charges have yet to be filed with a court, so no particular court has been assigned to preside over the case.
