My brother got arrested for a federal violation yet we do not know what the federal violation is since he has not been charged with one.

Answer

In order to be charged with a criminal violation, the Government must allege the specific law that the defendant supposedly violated. If your brother has a federal violation, it means he is charged with violating a federal statute instead of a state law.
