My boyfriend was arrested in Elgin Texas on 07/30/2016 and I wanted to know what all these abbreviations mean. Thank You.

Answer

1st charge – driving while your license is invalid or suspended and there has been a previous conviction for the same offense without financial responsibility (auto insurance).

2nd charge – failure to appear for the above charge (he was given a ticket and never appeared in court).

Have him talk with a local attorney or he will never get his license back
