It MAY mean Electronic Leg Monitor. If the defendant has bonded out of jail, the court may require a GPS monitoring system as a condition of bond, so the defendant’s whereabouts can be known at all times. This is not unusual for violent crimes. Contact the attorney of record for the defendant.
