The decision of whether to grant a Personal Recognizance bond is discretionary with the Judge where a particular case is bending, so it is POSSIBLE for a person with 10 charges to obtain a PR bond. That being said, there is no way a Judge will grant a PR bond on a person with multiple felony charges who has failed to appear in the past. Get an attorney soon.
