I was riding in the car with my girlfriend when we got pulled over because the license plate in the front had fallen off she got a ticket for not having a license and the cop did manage to dismiss the part about the plate because we hadn’t even noticed
The problem is we have recently seen him around we’re we live and it appears he is here more often now today my girlfriend went to the store and when she came outside the cop was there he said to my girlfriend “drive home safe” and went in the store
I’m sure it is nothing but she is beginning to feel uneasy about the situation she says she feels like he is there on purpose as he appears to always be around when she is driving home we know this cus she recognizes the unit number of the state trooper

Your question does not exactly match the description you provide. An officer has to have reasonable suspicion to stop a moving vehicle at any time. An officer also has the right to be in any public place at any time, just like anybody else. The officer may always be around because your girlfriend is driving home the same route in his patrol area. Suggest she take a different route to put her mind at ease.
