The time frame depends on whether your boyfriend waives extradition to Pennsylvania or not. There is an entire section of the Texas Code of Criminal Procedure (Art. 51.13. UNIFORM CRIMINAL EXTRADITION ACT) devoted to this subject, and there is no set deadline I can tell you as to when Texas will release your boyfriend is PA does not pick him up.
