About 5 years ago I was arrested for Public Intoxication and tried to expunge the charge but wasn’t given all the paperwork I needed and ran out of time so it turned into a conviction.

Answer

Final convictions are just that: final. That’s why you have to fight to make sure no conviction is ever entered on any criminal case. The only way to remove a criminal conviction at this point is by pardon from the Governor.
