Asked 2/20/2016 – Fort Worth, TX

My question is simple. How does the state of Texas define a complete stop? Is it for a lapse of a set time ie 5 seconds, or is it based upon the lack of movement within the vehicles momentum? I received a code enforcement violation for making a right on red. I go to city hall tomorrow. I contest that I came to a stop, though brief, and continued making a legal right on red as the intersection was safe to enter based on the Texas code. Even their photo show a 3 second time lapse. Any official definition would be helpful.

There is statutory time frame which defines complete stop. The standard is the cessation of forward movement
