I have multiple class C mist. capias warrants in a Texas city jail (carrollton TX)

Answer

If your warrants are capias, it means you have already been found guilty and fines have been imposed. Failure to pay the fines as required caused the warrants to issue, and the only way to remove the warrant holds is to either pay the balance owed or request the Judge give you credit towards the fines for the time you serve in jail. The rate of credit varies from court to court; the maximum rate is $150 per day.
