He had “pulled” me over for my speed (don’t know exact speed) but it was about a mile out of town and by the time he turned around and made it to me I was already in my driveway parked before he even flashed any lights. I know they can issue you one most places even if parked but it’s the no lights until I was parked that’s has me questioning it

It is not where an officer pulls you over, it’s where that officer observes the offense and alleges where the offense occurs is what has to be proven in court. Review the citation and see the exact location where the officer alleges the offense occurred, then determine if you wish to contest the matter or not. Calling local counsel couldn’t hurt.
