Friend pled guilty to possession of cocaine 5 years ago. He is not a citizen but is a Legal Permanent resident. He is now in ICE custody and facing deportation due to his felony charge. Immigration lawyer said there is nothing to be done other than hiring a criminal lawyer and trying to reopen his case.

No, the case cannot be re-opened and a 12.44 reduction would not have prevented the immigration hold anyway.
