I was arrested for a state jail felony in Texas, completed deferred adjudication, and had my civil rights restored upon completion of probation, which ended in 2013.

Answer

You must have the sentence vacated if you do not want to wait 10 years before obtaining your concealed handgun license. The Texas Government Code specifically permits the Department of Public Safety to treat deferred adjudication just like a conviction (see Section 411.171).
