I have multiple traffic citations and two failure to appears in San Diego county California which my licence has been suspended for for a couple of years. I moved to Texas and am unable to obtain a drivers license. I have had no luck trying to contact either the county or the DMV to resolve the matter over the phone or internet and I am trying to get the fines reduced and pay in full using californias amnesty deal.

Answer

Texas is going to hold your license until a clearance from California is received. If you just send the court in California a check, it will resolve the hold, but convictions will be entered and I don’t know the effect this will have, and I cannot comment on whatever amnesty program exists out there, You probably need to call an attorney in San Diego County to go over your options.
