Can they use my two prior state jail felony and enhance it to a third degree felony

I have two prior State jail felonies one for theft by check the other for theft of property. 1st one was 1yr in county with 128 days credit back in Dec 15 1998- Oct 2 2003. 2nd 14 months state jail with 152 days credit back in April 4 2005. Recently in August 2015 I got caught a possession of meth 2yr State jail felony

Yes, if you have been convicted of 2 state jail felonies, the next one you receive can be enhanced to a 3rd degree felony punishment level.
