My PO said she would send a letter of recommendation for me to get off probation, to the court, who receives the letter and how can I make sure they get it, since I didn’t hire a lawyer and I’m going on my own

You have the right to ask the court if such a letter was received. Don’t worry; the Judge in your case will not proceed on a motion for early termination of probation without input from the probation department.
