I want to know if a parole officer can breach a parole agreement, by not performing her duties stated in it and caused injury and losses to the parolee for not enforcing the terms of parole conditions by policy.

You make a lot of conclusionary statements in your question, and I am not sure exactly what you are asking. You may have a bad parole officer, but parole is not a right and it is the duty of the parolee to comply with the terms of the parole agreement. If there is any violation in the terms of parole, it is the parolee who returns to prison, not the parole officer. I would have to know more specifics of your situation, and in particular, what you mean by “not enforcing the terms of parole conditions by policy”. If you can show you attempted to comply with your parole agreement, bot your officer actively prevented you from complying, and then contact the attorney who represented you on your original case.
