I was driving a neighbors car from an appointment.
I was pulled over and the officer pointed out the registration and said it was out of date (by a month) and said I was about to be given a ticket for an expired registration.
This IS NOT my car, nor have I ever driven it before.

If you are the operator of a vehicle, your are responsible for that vehicle. The offense you are charged with is for you operating a motor vehicle that does not have proper registration. You are responsible if you chose to drive the car. Get the car registered, take proof to the court and see if the case can be dismissed for a nominal fee.
