Somebody scraped my car 4 months ago while I was parked and left their name and phone number on my windshield. They asked that I don’t report it to the police and said that they would pay for my damages. The person has since vanished into thin air.

You have the right to file the case with the police; the statute of limitations case has not run on the matter. Don’t be surprised, however, if the contact information of the person who hit your car is false, or, if police do not make this a high priority.
