He is subjectively keeping me on probation for no reason; he is trying to hold me and create other classes for me to attend and having me to report every two weeks to add more fines and fees toward my probation sentence. I am on probation for three years I have at least 20months left on probation, within 9 months I have completed all conditions.

Answer

Depending on the charge you were placed on probation for, you can file a motion with the court for early discharge of probation. It is discretionary with the court, however, on whether to grant the motion, and input from the probation department is the main factor in making that decision. Have your attorney file the motion, but do not be surprised if the Judge denies it if probation goes on record that you are in further need of rehabilitation.
