What does it mean when they keep on prostponing your sentence date? can it be for a bad reason can they put more charges ?

Asked 1/30/2016 – Laredo, TX

this person is in federal custody and has been there for 8 months they had told him that his sentence date was on january 4 2016 then they changed it to march 7 2016 and they changed it again to march 17 2016 can they char ge him with more charges even if he played guilty? can it be for a bad reason or can it also be for a good reason.
